02/04/2026 COT - ENFC - Code Enforcement - Initial In Violation TPD arrived on scene at 12:51 PM. I arrived on scene at 1:47pm Tenant Chong Devine reported that a vehicle struck the laundromat and tailor building several hours prior to TPD’s arrival. The vehicle jumped a parking slab and collided with the stucco porch archway, then continued into a metal-barred window, causing significant damage to the affected area of the building. The driver attempted to reverse out of the structure but became stuck, resulting in additional damage. The stucco arch was severely compromised and appeared to be only loosely connected to the porch cover. A substantial hole was observed in the exterior wall where the vehicle made impact, bending the metal bars and destroying the window. Inspector Kelley did not observe any electrical wires exposed and no plumbing or utilities appeared to be affected. The neighboring business was unaffected as well. The property owner, Richard (Quint Richard E Properties LLC), arrived on site at 2:11 PM. I explained what I was assessing and that I would need to order the building to remain vacant. but was able to isolate the power. Power to the damaged area was isolated by switching off fuse #5. At 3:00 PM, the owner signed an indemnification form and an Emergency Order to Vacate. At the advice of Inspector Slaiwa and after consulting the owner, the tenant was granted two days to allow customers to retrieve their clothing from the business, stricktly utilizing the backdoor alone and with the understanding that the business would remain non-operational after the two day grace period until necessary repairs were completed.
