03/13/2023 COT - ENFC - Code Enforcement - Initial In Violation VISITED SITE, MET WITH TFD INSPECTORS WHO INFORMED ME THAT THE UNIT WAS A ONE BEDROOM UNIT, FIRE STARTED IN THE BEDROOM ON THE WEST WALL. A GUITAR WAS HANGING FROM THE WALL AND THE STRAP FROM THE GUITAR CAUGHT FIRE FROM A CANDLE JUST BELOW THE GUITAR.OCCUPANT STATED HE WAS USING TWO DIFFERENT CANDLES IN THE BEDROOM AREA. AS I ENTERED THE UNIT I FOUND CLOTHES, TRASH, DEBRIS AND PERSONAL ITEMS COVERING THE COUCHES CHAIRS AND FURNTITURE THRU OUT THE HOUSE . THE KITCHEN WAS NOT USABLE BECAUSE OF ALL THE STUFF ONTOP OF THE COUNTER TOPS AND I COULD NOT SEE THE SINK. BECAUSE OF ALL THE DEBRIS. LIVINGROOM AND BEDROOM WAS MUCH THE SAME DEBRIS ON TOP OF FURNITURE. I WAS UNABLE TO SEE ANY ELECTRICAL OUTLETS. BECAUSE OF THE AMOUNT OF DEBRIS.. WHEN I ENTERED THE SHORT HALWAY TO THE BATHROOM I FOUND INSULATION SUFFED IN THE DOWN VENT IN THE HALLWAY AND THE BATHROOM ALSO FILLED WITH DEBRIS AND I COULD NOT GET TO THE TOILET TO CHECK THE WATER. IN THE BEDROOM I FOUND PART OF THE DRYWALL REMOVED FROM THE WEST WALL APPROX 3 FT X 6 FT AND NO ELCTRICAL IN THE WALL. I SEARCHED FOR THE MAIN SERVICE PANEL FOUND ON THE EXTERIOR OF THE WEST WALL AND FOUND 1-100 AMP DISCONNECT AND 1-50 AMP BREAKER THAT HAD A SCREW INTO THE BREAKER SO THAT IT COULD NOT BE TURNED OFF.. POWER TO THE 100AMP BREAKER WAS SHUT OFF AND THE METER LOCKED OUT. UNIT 7 WAS USING POWER FROM #8 THAT STOLE POWER FROM UNIT #9 . A FIELD NOV WAS ISSUED FOR A EMERGENCY VACATE, UNFIT TO OCCUPY AND INCLUDED PERMITS REQUIRED FOR THE ELECTRICAL SYSTEM AND DRYWALL. I ASKED FOR REMOVEAL OF ALL REFUSE, TRASH , AND DEBRIS INSIDE AND OUTSIDE. INDEMNIFICATION PAPERWORK WAS ALSO ISSUED AS OWNER TOOK RESPONSIBILITY FOR THE SECURING OF THE UNIT AS OCCUPANT WAS ALLOWED TO REMOVE PERSONAL BELONGINGS AND OWNER STATED HE WOULD ALSO CLEAN THE INTERIOR OF THE UNIT AND THE EXTERIOR.
05/03/2023 COT - ENFC - Code Enforcement - Follow Up Passed REVISITED SITE, INSPECTION FOUND THE STRUCTURE HAS BEEN COMPLETELY CLEANED OUT FREE OF ALL REFUSE TRASH AND DEBRIS. STOVE AND REFRIGERATOR HAVE BEEN REMOVED AND PLACED IN THE KITCHEN AREA. REAR OF THE PROPERTY HAS ALSO BEEN CLEANED. STRUCTURE IS PROPERLY SECURED. WITH ALL BELONGINGS REMOVED I AM ABLE TO SEE REPAIRS ARE MINOR, PATCHING OF THE WALL APPROX 2'-6" X 3 FT AND ONE RECEPTICLE REUIRED TO BE REPLACED. THERE ARE NO FURTHER ISSUES. OWNER INFORMED HE CAN MOVE FORWARD. COMPLIANCE / CLOSE CASE.
