01/13/2023 | COT - ENFC - Code Enforcement - Initial | In Violation | I VISITED SITE, I MET WITH THE PREVIOUS MANAGER OF THE TRAILER PARK WHO LIVES ON SITE AND HE CONTACTED ME BECAUSE OF VACANT AND UNSECURED TRAILERS ON THE PROPERTY AND ALOT OF ILLEGAL ACTIVITIES GOING ON THAT WERE CAUSING ADDITIONAL ISSUES. WHILE WALKING THE PARK WITH THE PREVIOUS MANAGER HE SHOWED ME 5 TRAILERS THAT NEEDED TO BE SECURED BECAUSE OF THE SQUATTING BY HOMELESS. WHILE WALKING AND THRU OUT THE DAY, I ALSO NOTICED A HIGH NUMBER OF PEOPLE (40 -50) COMING AND GOING FROM TRAILER #27 ADDITIONAL CARS COMING AND GOING THRU OUT THE DAY, STAYING A WHILE LEAVING AND IN SOME INSTANCES COMING BACK. TPD WAS CONTACTED BUT ARRIVED ABOUT NOON, THEY SPOKE WITH THE PREVIOUS MANAGER, AND WHILE SITTING IN THEIR SQUAD CARS ALSO KEPT TABS ON PEOPLE COMING AND GOING AND WERE AMAZED AT THE AMOUNT OF TRAFFIC VISITING UNIT #27 AND MOSTLY HOMELESS WALKING ONTO THE PROPERTY. WE TRIED CONTACTING THE NEW MANAGER BUT HE STATED HE WOULD NOT BE ABLE TO COME OUT TO COME OUT OR SECURE THE UNITS. I CONTACTED ARCADIAN TO BOARD THE UNITS. TPD HELPED DETERMINE WHAT UNITS REQUIRED SECURING, I HAD ALREADY REMOVED THE 8 PEOPLE IN THIS UNIT, UNIT #3. ALL WINDOW AND DOOR OPENINGS AND ANY HOLES IN THE TRAILER THAT WOULD ALLOW ENTRY WERE SECURED. STRUCTURE WAS POSTED "DO NOT ENTER, UNFIT TO OCCUPY" AND A FIELD NOV WAS POSTED WITH THE PLACARD. A COPY OF THE NOV WAS DELIVERED TO THEIR OFFICE AT 333 W GLENN ST. THERE WAS NOBODY AT THE OFFICE. I DID CONTACT MANAGER TONY AND INFORMED HIM 5 NOV'S WERE DROPPED OFF AT THE OFFICE, ONE FOR EACH BOARDED UNIT. THE FOLLOWING DAY PEOPLE WERE FOUND ON THE SCREENED IN PORCH, MANAGER WAS CONTACTED AND CAME AND BOARDED THE SCREENED PORCH. | |
06/27/2023 | COT - ENFC - Code Enforcement - Follow Up | Passed | PRIOR TO MEETING MANAGER, I HAD SPOKEN WITH LAURIE PUMPHREY ABOUT EXTENDING TIME TO NEW PARK OWNERS DUE TO NEW OWNERS OBTAINING TWO NEW TRAILER PARKS AND MULTIPLE TRAILERS TO BE REMOVED OR REMODELED AND OTHER UPGRADES REQUIRED. LAURIE STATED AS LONG AS PROGRESS IS BEING MADE THAT WE COULD MOVE FORWARD WITH CLOSING THE CASES ON ALL REMAINING UNITS AND MONITOR THE PARKS TO MAKE SURE ALL UNITS ARE REMOVED OR REMODELED. I MET WITH THE PARK MANAGER ON SITE, FOUND 2 TRALERS HAVE ALREADY BEEN REMOVED. FOUND ALL GRASS AND WEEDS, TRASH AND DEBRIS REMOVED FROM AROUND ALL TRAILERS AND COMMON AREAS. ELECTRICAL EVALUATION IS BEING COMPLETED. EXTERIOR WALL AROUND THE PARK HAS BEEN PAINTED AND METAL ABOVE THE BLOCK WALL IN THE PROCESS OF BEING WELDED TO REPAIR ANY BREAKS IN THE METAL. OWNERS HAVE PUT OUT A LETTER TO ALL TRAILER OWNERS INFORMING THEM OF OWNER RESPONSIBILITIES SUCH AS REPLACING BROKEN WINDOWS OR DOORS. REPLACING DAMAGED METAL SIDING OR REPLACING MISSING SKIRTING, PAINTING TRAILERS IF NECESSARY, AND INFORMEING THEM OF THEIR RESPONSIBILITY TO REMOVE DEBRIS , J,V'S AROUND THE TRAILERS. PARK HAS MADE PROGRESS, VERY CLEAN AT THIS TIME, MANAGER INFORMED THAT WE WILL BE CLOSING ANY OPEN CASES AT THIS TIME BUT WILL CONTINUE TO MONITOR THE PARK FOR PROGRESS AND WILL REOPEN CASES IF PROGRESS IS NOT BEING MADE. MANAGER CONTACTED REGIONAL MANAGER TO INFORM HER OF C/E DECISION ABOUT PROGRESS. COMPLIANCE / CLOSE CASE. |
