TP-PRE-1026-00210 Submitted - Online 10/15/2026 N/A Pre-Application Proposed Project Narrative: The proposed project consists of the adaptive reuse of the two existing buildings (one is a historic contributer to the SMD) located at 1010 E. 10th Street (Former TUSD Administration building) for a mix of commercial, retail, food service, education and other nonresidential uses. The existing building footprints, gross floor areas and overall building heights will generally remain unchanged. Site improvements will focus on reorganizing vehicular circulation and parking and creating a more pedestrian-oriented environment. A significant portion of the existing surface parking area between the buildings will be removed and converted into a landscaped pedestrian plaza that provides a stronger connection between the two buildings and the E. 10th Street frontage. On-site parking will be consolidated and redistributed, with increased use of existing and proposed on-street parking along E. 10th Street, Park Avenue and Fremont Avenue. New landscape areas and trees will be incorporated throughout the site to increase usable open space, enhance pedestrian circulation and improve the relationship of the development to the surrounding streets. Loading and service functions will be consolidated near E. Hughes Street and the existing utility area. Collectively, the improvements transform the existing automobile-oriented site into a more cohesive, walkable mixed-use development while retaining and adaptively reusing the existing buildings.
