I didn't know permit was required for 4' wall. Creating a stone wall at side yard, next to easement. Purpose for this wall is to stop continual erosion at sloped grade caused by wild life & human traffic on my property, I started building the wall, and neighbor complained, said I was "stealing" dirt from wash behind our house. Wall is no more than 4' tall, created 2' footer, with rebar every 16", and 3 masonry ladders at solid bottom part of wall. To complete, creating a hollow top, topped & secured with chicken wire mesh to serve as an area to put pots with plants/flowers, with 2 1/2 ' gate. Located at West side of home. Wall goes from East to West.
