I didn't know permit was required for 4' wall. Creating a stone wall at side yard, next to easement. Purpose for this wall is to stop continual erosion at sloped grade caused by wild life & human traffic on my property, I started building the wall, and neighbor complained, said I was "stealing" dirt from wash behind our house.
